In my opinion, to pulls a Charlie Gordon means to acting stupid and dump like Charlie because he had a mentally problem. In the story, Charlie had a much lower IQ than a normal person have so they took him for an experiment for him to became triple time smart. But the operation is kinda fail and he didn't get any smarter, so when he return to his home, people making fun, played dirty tricks and laughing at him. But he didn't get it at all when people say "to pull a Charlie Gordon"
But ACTUALLY when people say "to pull a Charlie Gordon" is to prefer to people that doing something stupid or reckless, people compare those people to Charlie.
So that is my opinions on what it means "to pull a Charlie Gordon"
